Check in your IIS that website is configured to use the desired framework version.
There are many articles or posts out there that give many different answers which only add to confusion. Once this page was added to the live project, I got the horribly unhelpful "..has not been pre-compiled, and cannot be requested" error on all pages (other than the default page). Can you confirm that if you simply perform a pre-compilation of the application using aspnet_compiler, or the Publish Web Site that the target application that is generated works OK? Some forums tell about there is are missing reference in your website and it certainly does in your case. Look at the files under root directory, the contents of ASPX are something like “This is a marker file generated by the precompilation tool, and should not be deleted!”.
